We identify factors at three levels that explain differences in the self-legitimation patterns of these two partnerships: the level of global norms, the level of policy field, and the institutional level. Overall, studying the self-legitimation attempts by multistakeholder partnerships reveals key governance challenges in global settings. These challenges are vague mandates, limited resources, and accountability weaknesses.
